The trailers are dispersed from shipyards and drive to their warehouse destinations where pallets of ice melting compounds are broken down or even reshipped still in pallet form. From the warehouse ice melt can be shipped by the bucket(s) or by the bag(s) also. It all depends on the size surface purchasers need to spread.
